The Data and Artificial Intelligence Center in Turkey, is the cloud computing and big data research laboratory of the Republic of Turkey. The lab plays a major role in shaping Turkey’s Artificial Intelligence strategy.
More than 20 countries around the world have announced their National Artificial Intelligence strategies, which include mapping their roads with different schools and perspectives on how to use this technology.
Turkey as many other developed countries of the world have put in place plans about how to improve their national defense systems and public infrastructure through this new technology, how the export share in the private sector should contribute to the country’s national economy, and how the education system will be restructured taking into account the differences that will arise in the professions. And jobs in the future. For this, Turkey is in the process of developing its own AI strategy.
Turkey is aware of global technological growth, and each unit of growth in information and communication technology contributed 1.8-2% to the economy. So more investment should be made in technology and artificial intelligence in particular.
Cloud Computing and the Data Research Laboratory “B3LAB”
The Cloud Computing and the Data Research Laboratory “B3LAB” the subsidiary of TÜBİTAK BİLGEM Institute of Information Technology, is the research and development laboratory in charge of the computerized cloud, big data and artificial intelligence pillars of Turkey’s security. The laboratory is young in age, it was established five years ago and aims to achieve the highest level of protection for public institutions, especially defense industries, using national programs and the highest level of data confidentiality protection.
Since its inception, B3LAB has developed related products; these products are currently included in the internal systems of some public institutions. The long-term goal is to spread these products among the public through e-government, thus raising a common understanding in the public sphere about protecting personal data, and then broadening the field of public benefit in TÜBİTAK by enabling the transfer of the products developed by B3LAB to the private sector as well.
Under the heading “Safir”, there are products such as “Safir Intelligence”, “Safir Storage”, “Safir Cloud”, “Safir Big Data” and “Safir DevOps”. It is the world of Safir and his contributions to Turkish public institutions in a nutshell.
B3LAB and prevention of speculative prediction of inflation indicators.
B3LAB, which is also developing projects in the public domain to take advantage of the ability of big data and artificial intelligence to collect, analyze and interpret data in a specialized way, uses these capabilities to reduce the decision-making time resulting from the big data generated in the Central Bank of Turkey (CBRT), for example from 3-4 Hours to become 18 seconds and prevent speculative prediction of inflation indicators.
B3LAB is preparing a project to estimate inflation indicators such as the producer price index and the consumer price index, as well as determine the factors affecting the behavior of these indicators.
The artificial intelligence technology has reflected on the decision-making time in the central bank to become mere seconds after it was reaching for several hours. The central bank has a very large set of data containing information on prices online that was collected from Markets.
Aircraft and Artificial Intelligence libraries on the horizon
Safir Intelligence is a type of software that is mainly based on the idea of serving multiple purposes in different fields mainly in the defense sector and the public sector. From this point of view, Safir Intelligence’s avionics project aims to integrate a machine learning system that is gradually being developed, “starting from non-critical processes,” in aircraft.
With Safir Intelligence Avionics, an aircraft machine learning library will be developed. It will be the “first time in the world” that a machine learning library is created.
Fields that Turkey aim to reduce the possibility of a machine learning program turning into a black box as a result of machine learning gradually from the library. “Safir Intelligence Avionics” is the specialized version of Safire Intelligence for aircraft. New generation aircraft are the future especially in our aviation projects. As part of this future, Safir Intelligence Avionics will be used as an onboard machine learning library.
The flaw is that when you do this through machine learning, these models turn into a black box and you don’t know the decision-making mechanism inside. This library developed can later be converted into a more straightforward version of AI when it can be used on a plane; the AI will be able to verbally express the decision taken by the lead operator. Models will be created by training the data that will be collected in the plane at the station. Turkish National Safir Storage
Turkish National Safir Storage is a “Data protection” and one of the most important issues for Turkey in terms of its strategic location, especially national data. Therefore, B3LAB, in cooperation with the National Cryptography and Electronic Cryptography Research Institute and the Cyber Security Institute, two subsidiaries of TÜBİTAKBİLGEM, developed an electronic file storage system “unparalleled in the world” in the widespread use of security and privacy.
It is distinguished from its counterparts in the ability to store your files in the cloud after encrypting them on your computer.
Moreover, the Presidency of Defense Industries and the Ministry of Treasury and Finance have established the internal storage system for experimental purposes. This system is planned to be enriched with machine learning and deep learning capabilities, so that it will be integrated into all customs gates operating under common law. They are used to store and process x-ray images and to scan containers and trucks to cross borders.
When data does not need to be stored through encryption, Safir Storage provides the same level of secure file storage service as Google Drive, Dropbox and One Drive.
